RACIAL LITERACY AND PUBLIC POLICIES: REFLECTIONS ON THE NATIONAL HOLIDAY OF BLACK CONSCIOUSNESS

Resumen

Each commemorative date carries a narrative and can be seen as a tool for cultural construction and identity affirmation, shaping collective memory. In Brazil, in 2023, Law No. 14,759 established the National Day of Zumbi and Black Consciousness as a national holiday. Celebrated on November 20th, the date of Zumbi dos Palmares' death, the holiday is the result of intense symbolic disputes that reflect the complexities and tensions of Brazilian society. This emblematic date emerges as a catalyst for debate and reflection on racism, inequality, and the contributions of the Black population to the country. This article explores the socio-historical construction and impact of Black Consciousness Day, highlighting it as a central symbol of resistance and appreciation of Afro-Brazilian history and culture. In light of Critical Racial Literacy, this study examines the role of Public Policies in promoting anti-racist education, discussing the importance of teaching this history and culture in schools in accordance with Laws No. 10.639/2003 and 11.645/2008. The analysis is guided by the question: what is the significance of the approval of Law No. 14.759/2023, and how can this law be integrated into classroom debate, in alignment with Laws No. 10.639/2003 and 11.645/2008? Based on bibliographic and documentary research, it is argued that holidays function as symbolic rituals and arenas of cultural and political disputes, reflecting social transformations. In the case of Black Awareness Day, this legitimization process represents not only a formal achievement, but an expression of the aspirations and social struggles that connect the social sphere to the legislature, illustrating the role of commemorations in shaping collective consciousness and promoting dialogue on fundamental social issues, especially those related to Critical Racial Literacy, cultural identity, and Human Rights.
