Resumen

The present work aims to serve as a prototype, subsequently perfectible, for the design of research of an interdisciplinary nature in the fields of Education, Law and Political Sciences. The specific topic refers to the proper analysis of Article 23 of Unesco's international normative instrument, the Universal Declaration on Bioethics and Human Rights. At the same time, educational policies will be considered as viable to the promotion of themes related to bioethics, given its notorious characteristic of transversality. It is intended to highlight the deficiency of specific public and educational policies to comply with the provisions of Article 23 of said normative instrument. Legislative, doctrinal and legal issues related to human rights and bioethics will be treated. The territorial delimitation will be located in Brazil, being understood in the temporal period between the years 2005 to 2017. The research problem is related to the manifest lack of specific educational policies aimed at promoting the Universal Declaration on Bioethics and Human Rights, as well as the inefficiency of human rights education policies, where the matter in bioethics would find fertile ground for its promotion, education, formation and information because it is essentially transverse theme. The essential methodology of the research will follow the qualitative aspect, with few quantitative references to be fulfilled by the techniques of the documentary, legislative and bibliographical research, with content analysis, especially, of norms related to educational policies. The objectives are to map, identify and record the analysis of state laws and practices aimed at enforcing the provisions of Article 23 of the Universal Declaration on Bioethics and Human Rights. The possible expected results and conclusion are that, through meeting the initial objectives and subsequent socialization of the results of the research, there is a reliable scientific production capable of contributing to the debate on the topic of education, training and information on bioethics.
