Regarding the methodological delineation, the empirical research enabled the data collection through a semi-structured questionnaire, being adopted as inclusion criterion, the condition of councillor. The entire universe was reached, totaling 23 individuals. It was also adopted the method of analysis of thematic content, being used as theoretical contribution for analysis and discussion phase the theories of symbolic constitutionalisation, strict laicity and social representations.
